The Chairman of the Board of Directors of the Privatization Agency of Kosovo, Hekuran Nikçi, met with Prime Minister Albin Kurti to discuss the administration and protection of assets belonging to socially-owned enterprises, unresolved property issues, and the necessary steps toward concluding the Agency’s mandate.
Particular attention was given to the properties of Kosovo’s socially-owned enterprises located in Serbia, as well as the need to identify, document, and protect property rights over these assets. In this context, discussions also addressed the failure to fully implement the Agreement on the Cadastre—reached in Brussels on September 2, 2011—under which Serbia committed to returning the cadastral documentation it had taken from Kosovo. Despite this agreement and financial support from the European Union—including a project worth approximately 2 million euros aimed at facilitating its implementation—Serbia has yet to fully fulfil its obligations. This continues to complicate the handling of property-related issues and the assurance of legal certainty regarding property.
The meeting also addressed the need for essential legal and institutional changes that would facilitate the conclusion of the Privatization Agency of Kosovo’s (PAK) mandate and the transfer of relevant assets to the Sovereign Fund of the Republic of Kosovo. It was emphasized that this process aims to ensure better management of public assets and to leverage them for the country’s economic development.
In this context, discussions also touched upon the Law on the Sovereign Fund—adopted by the Assembly of the Republic of Kosovo in December 2023—which has been awaiting a ruling from the Constitutional Court for nearly three years. The absence of a final decision has prevented the law from entering into force, thereby stalling the implementation of the planned reform to transform how state assets are managed and developed. Prime Minister Kurti underscored the importance of continued institutional commitment toward protecting the assets of the Republic of Kosovo, resolving outstanding property issues, and advancing reforms that ensure these assets are managed responsibly, transparently, and in the public interest.
